green box  Normal

yellow box Level 1
Precipitation criteria = less than 80 % of 3-month average precipitation
Streamflow criteria = monthly flow less than 70 % of the lowest average summer month flow

orange box Level 2
Precipitation criteria = less than 60 % of 3-month average precipitation
Streamflow criteria = montlhy flow less than 50 % of the lowest average summer month flow

red box Level 3
Precipitation criteria = less than 40 % of 3-month average precipitation
Streamflow criteria = monthly flow less than 30 % of the lowest average summer month flow
