Conservation Authorities Act Plans & Strategies
Watershed-based Resource Management Strategy
NVCA’s Watershed-Based Resource Management Strategy identifies the risks, issues, and challenges the Nottawasaga Watershed faces, as well as the mitigation strategies to address these concerns. The strategy also provides a summary of NVCA’s programs and services.
Conservation Areas Strategy
NVCA’s Conservation Areas Strategy included a brief history of NVCA’s Conservation Lands Program, conservation lands objectives and targets and a summary of NVCA’s conservation lands. The four overarching objectives for NVCA’s conservation areas were Protection, Education, Engagement and Financial Sustainability.
Land Inventory
The Land Inventory identifies the lands that NVCA owns and controls, and includes key details such as date of acquisition and land use (e.g., active conservation park, passive recreation area). This informs the Conservation Area Strategy and ensures efficient management of NVCA’s landholdings.
Conservation authorities maintain their land inventories as internal documents that are updated from time to time to reflect changes to landholdings.
Ice Management Plan
Break-up of ice in watercourses can lead to ice jams that cause water levels to rise upstream of the jam, increasing the risk of flooding. Conservation authorities, where deemed necessary, are required to maintain an up-to-date Ice Management Plan that addresses how this risk should be managed.
NVCA’s Ice Management Plan establishes clear roles and responsibilities for NVCA and municipal partners related to ice jam monitoring and flood emergencies, which may result from ice jams.
Natural Hazard Infrastructure Management Plan
The Natural Hazard Infrastructure Operational Plan outlines NVCA’s roles and responsibilities in operating and maintaining the seven flood management structures within the watershed.

Integrated Watershed Management Plan
NVCA’s Integrated Watershed Management Plan is a 20-year document will guide efforts to maintain and enhance the watershed’s natural heritage resources. The plan was approved by the NVCA’s board of directors at the June 2019 meeting.
Strategic Plan
The 2020-2025 Strategic Plan is a high level and broad-based, and provides the ability for the NVCA to move in many different directions and be reactive to different situations. Building off of the recently published Integrated Watershed Management Plan, this strategic plan is a living document that provides a lookout over a five year window.
Business Plan
The 2021-2025 Business Plan provides direction for the immediate term for the NVCA.
The Business Plan provides guidance and specific direction for the implementation of the annually approved budget. The Business Plan includes program actions; however, many are subject to initiatives and mandates from the Government of Ontario that can affect NVCA’s program delivery.
Climate Change Action Plan
NVCA has followed the 5-step milestone framework presented by the Local Governments for Sustainability. To date, NVCA has produced documents that correspond to the first 3 milestones of this framework: Initiate, Research, and Plan as well as developed the 2016-2018 Climate Change Strategy and Action Plan.
This plan includes adaptation and mitigation measures and identifies the goals and targets NVCA will work towards and the how progress will be reported on.
